Sierra Leone Embassy, Kuwait Welcomes Newly Appointed HOC

The Embassy of the Republic of Sierra Leone in the State of Kuwait has today officially welcomed the newly appointed Minister Counsellor/Head of Chancery, Mr. Moinena Massaquoi, as he commences his tour of duty.

Having previously served in the capacity of Protocol to the Honourable Vice President in the Office of the Vice President, Mr. Massaquoi brings a wealth of experience in diplomacy and governance, which is pivotal in advancing Sierra Leone’s foreign policy objectives in Kuwait.

In her statement, Sierra Leone’s Ambassador to the State of Kuwait, Her Excellency Haja Ishata Thomas, welcomed the new HOC, revealing the Mission’s excitement to have an administrative head since the departure of the former HOC and Counsellor. She commended both diplomatic and local staff for the outstanding role played in executing their jobs in the absence of the Head of Chancery. The Ambassador called on staff to give their maximum support to the new HOC so as to enable him to carry out his duties successfully.

Diplomatic and local staff also congratulated the new Minister Counsellor/HOC on his appointment, expressing elation for having him as an integral member of the Mission. They added that they were looking forward to tapping into his wealth of experience in various areas to further project the image of Sierra Leone in Kuwait.

For his part, Mr. Massaquoi expressed heartfelt appreciation to Her Excellency the Ambassador for creating the enabling environment that facilitated his smooth transition as Head of Chancery both before and after his arrival in Kuwait. He also praised the work ethics and office organisation, which, he stated, was a result of the Mission’s sound leadership and dedicated workforce.

“Your Excellency, I deeply admire your achievements as an educator and as a seasoned diplomat, which have helped reshape Sierra Leone’s foreign policy in Kuwait and the other countries of accreditation under this Mission’s jurisdiction. It is an honour to commence my diplomatic journey under your leadership, and I am confident that I will learn a great deal from you. Together, we will work to advance His Excellency President Dr. Julius Maada Bio’s development and foreign policy agenda,” he stated.

Mr. Massaquoi emphasised that the Mission’s core responsibilities are to promote the country’s interests, protect its citizens, foster bilateral relations, and enhance trade, economic, and political cooperation with the host country as outlined in the Constitution of Sierra Leone. He assured staff of his unwavering commitment to working closely with them in the spirit of professionalism, hard work, and teamwork.

The Newly appointed Minister Counsellor/Head of Chancery, Mr. Moinena Massaquoi, replaced Mr. Momodu A. Wurie, who was recalled in 2025 after completing his tour of duty successfully.
